Is it possible to use the game engine to create games, Instead of using Crisis's game disc?

You can, if with login. Regardless, it is better to develop with ce3 sdk to begin with, if a standalone game is what is intended, licensing/options and information will probably be around sometime soon, so the login issue would unlilely be irrelevant by tje time of any of any release of a game.
