Would it be possible to develop a Civilization like Mod for round based playing?

The map generation isn't a big problem, i just tried a little bit and i think it would be no problem to translate the XML map structure into bmp(heightmap).
But how about units, i think it would be possible to import some models from CIV4, Textures also, but i am not 100% for sure.
And the bigest problem: AI - Would it be possible to use a modded open source CIV4 AI to controll the units, modded pathfinding (based on CIV rules) and calculation of resources/Unit strength/.../ based on map terrain, buildings ...

Why not just make your own game that is similar rather than rely on every aspect of another game?

i am a backend developer. my stuff is performance, threads and networkstuff.
i once made a little engine at university. a engine is a lot of work and in my point of view, the cryengine is the best (atm). a lot of other people changed a lot. i do not have so mutch time (10 hours a Day in the company) to prove, its possible or not. asking is just the fastest way ;)

But can Spearmen still take out tanks like in civ 2?

All silliness aside i would love to see this.
