I have a question...will the cryengine SDK be able to generate or have some form of wetmaps

You can see the wet shader they're using here: http://www.youtube.com/watch?v=LvztwdmRzJM

It's a light casting a rain effect instead of light, so theoretically you can make it cast shadows so building roofs etc will block the rain effect. ;)

and also vertex painting meaning not with blowing foliage but revealing dirt on brick walls, or moss on stones without having to put decals on or paint it on in a program creating a texture map for it?

That effect is also showcased in the video above. See Dirt Layer and Blend Layer in the official docs. ;)

Also will the coding be fully explainable and the code properly commented and of course have proper tutorials to follow easily from start to end?

Can't say anything about that yet, but hopefully. Level editor usage, asset creation and scripting are very well documented in the official online docs, so we can hope coding will be extensively documented as well.

What version of Sandbox is that? At screenshot on first post.

I'm using the CryENGINE 3 Free SDK, downloadable at dm_eds/download.php?id=4.

What about the name "Sandbox Editor 3 (tm)" written on window's title bar?

That's the version 3, and the non-commercial is the v. 1?

Non-commercial SDK is Sandbox editor 3 as well. It's Cryengine 3, so it's also Sandbox 3.

Sandbox 1 would be the Far Cry level editor from the year 2004.
