It's a light casting a rain effect instead of light, so theoretically you can make it cast shadows so building roofs etc will block the rain effect.
and also vertex painting meaning not with blowing foliage but revealing dirt on brick walls, or moss on stones without having to put decals on or paint it on in a program creating a texture map for it?

Can't say anything about that yet, but hopefully. Level editor usage, asset creation and scripting are very well documented in the official online docs, so we can hope coding will be extensively documented as well.
