I'd suspect it depends on whether the license in your source images allow commercial usage. Honestly I haven't looked at the Photoshop license terms, but I'm willing to bet that as long as you're not using the trial, it allows commercial work - how else would all the professionals working in graphic/print media manage to do their jobs..?

yes

that is what photo shop is for

you can use gimp too
